Euroleague Basketball's Finance Panel, an independent regulatory body, has imposed a sanction consisting of a prohibition to register new players and coaches until one month after all overdue payables have been fully paid or an agreement is settled, and fines amounting to €300,000 on AS Monaco for violations of the articles 32(a), 32(c) and 32(e) of the Euroleague Basketball Disciplinary Code.

The Finance Panel had opened an adjudicatory proceeding and imposed a provisional ban on AS Monaco that prohibited the registration of players and coaches. As a consequence of the decision, the provisional ban is hereby continued until the overdue payables are solved.

The imposed sanctions consider the severity of the infractions, which included having overdue payables, as well as failing to provide required documentation and lack of cooperation with the Management Control Commission.

This decision may be appealed before the Court of Arbitration for Sport.

Latest disciplinary sanctions

- Mr. Mihai Silvasan, head coach of U-BT Cluj-Napoca has been sanctioned with a fine of €3,000, for committing acts representing a lack of respect against the officiating crew on occasion of the game U-BT Cluj-Napoca - Cedevita Olimpija Ljubljana, under Article 27.2.b) of the Euroleague Basketball Disciplinary Code.

Euroleague Basketball has announced the following disciplinary decision pertaining to incidents that occurred in Round 9 of the 2025-26 EuroLeague Regular Season.

- Crvena Zvezda Meridianbet Belgrade has been sanctioned with a fine of €7,000, for the offensive chants performed by its fans on occasion of the game Crvena Zvezda Meridianbet Belgrade– Panathinaikos Aktor Athens, under Article 29.2.f) of the Euroleague Basketball Disciplinary Code.
- Olympiacos Piraeus has been sanctioned with a fine of €6,000, for the offensive chants performed by its fans on occasion of the game Olympiacos Piraeus – Partizan Mozzart Bet Belgrade, under Article 29.2.f) of the Euroleague Basketball Disciplinary Code.

The Management Control Commission (MCC), the independent commission that reviews the financial performance of the clubs and their compliance with the relevant regulations has referred an adjudicatory proceeding to the Financial panel against AS Monaco, as per the infringement of Articles 32.a) 32.c) and 32.d) of the Euroleague Basketball Disciplinary Code, relating to overdue payables, failure to provide required documentation, and lack of cooperation.

The Management Control Commission (MCC), the independent commission that reviews the financial performance of the clubs and their compliance with the relevant regulations has referred an adjudicatory proceeding to the Financial panel against AS Monaco, as per the infringement of Articles 32.a) 32.c) and 32.d) of the Euroleague Basketball Disciplinary Code, relating to overdue payables, failure to provide required documentation, and lack of cooperation.

Pending a final decision on the matter, the Finance Panel has imposed a provisional measure prohibiting AS Monaco from registering new players and coaches. This measure is effective immediately.

Euroleague Basketball has announced the following disciplinary decision pertaining to incidents that occurred between Rounds 7 and 8 of the 2025-26 EuroLeague Regular Season, as well as Round 5 of the 2025-26 BKT EuroCup Regular Season.

EuroLeague Round 7

- FC Barcelona has been sanctioned with a fine of €4,000, for the throwing of objects onto the playing court on occasion of the game FC Barcelona – EA7 Emporio Armani Milan, under Article 29.2.g) of the Euroleague Basketball Disciplinary Code.

 

EuroLeague Round 8

- Mr. Vladimir Androic, assistant coach of Partizan Mozzart Bet Belgrade has been sanctioned with a fine of €5,000, for committing acts representing a lack of respect against the officiating crew on occasion of the game Partizan Mozzart Bet Belgrade – FC Barcelona, under Article 27.2.b) of the Euroleague Basketball Disciplinary Code.
- Partizan Mozzart Bet Belgrade has been sanctioned with a fine of €7,000, for the throwing of objects onto the playing court on occasion of the game Partizan Mozzart Bet Belgrade – FC Barcelona, under Article 29.2.g) of the Euroleague Basketball Disciplinary Code.
- Mr. Dimitris Kontos, General Manager of Basketball Operations of Panathinaikos Aktor Athens has been sanctioned with a fine of €3,500, for committing acts representing a lack of respect against the officiating crew on occasion of the game AS Monaco – Panathinaikos Aktor Athens, under Article 27.2.b) of the Euroleague Basketball Disciplinary Code.
- Mr. Giorgios Gkotzogiannis, Team Manager of Panathinaikos Aktor Athens has been sanctioned with a fine of €3,000, for committing acts representing a lack of respect against the officiating crew on occasion of the game AS Monaco – Panathinaikos Aktor Athens, under Article 27.2.b) of the Euroleague Basketball Disciplinary Code.

EuroCup Round 5

- Mr. Zvezdan Mitrovic, head coach of Cedevita Olimpija Ljubljana has been sanctioned with a fine of €6,000, for committing acts representing a lack of respect against the officiating crew on occasion of the game Cedevita Olimpija Ljubljana – Neptunas Klaipeda, under Article 27.2.b) of the Euroleague Basketball Disciplinary Code.

After the enforcement of the ‘Competition Balance Standards (CBS)’ rules, part of Financial Sustainability &  Fair Play regulations, at the start of the 2025-26 EuroLeague season, Euroleague Basketball made public a compliance report on participating teams.

Euroleague Basketball announces first compliance report on Competition Balance Standards

After the enforcement of the *‘Competition Balance Standards (CBS)*’ rules, part of Financial Sustainability &  Fair Play regulations, at the start of the 2025-26 EuroLeague season, Euroleague Basketball made public a compliance report on participating teams.

The CBS are designed to improve competitive balance, promote sustainable club financial models, and align stakeholders’ objectives through the establishment of maximum and minimum player remuneration levels that correlate with average club market revenues.

As stated in article 10.8 of such regulations, *“Clubs must reach the LRL by the end of the EuroLeague’s registration period. Previously, clubs must likewise have committed a minimum of 80% of their defined LRL upon closing registration for EuroLeague Regular Season Round 1.”*

Upon completion of the compliance review, LDLC ASVEL Villeurbanne was found to be non-compliant with the minimum expenditure requirement of 80% at the close of the EuroLeague Regular Season Round 1 registration process, as stipulated in Article 10.8 of the regulations.

In accordance with the applicable regulations, the following measures will be immediately enforced:

“*In all these cases, the delta between the committed remunerations for that season and the LRL must be equally distributed among the players with a professional contract who are on the roster at that time. Should this not be the case or any installment not be paid in due time, this amount will be considered an overdue payable.”*

[As announced previously](https://www.euroleaguebasketball.net/es/news/euroleague-basketball-introduces-competitive-balance-standards-for-2025-26-season/), the Lower Remuneration Level (LRL) for the 2025-26 season was set at €5,846,983 net.

Euroleague Basketball will continue to monitor compliance with the Competitive Balance Standards.

LDLC ASVEL Villeurbanne fails to comply with Low Remuneration Level requirements

The EuroLeague Round 10 game between Fenerbahce Beko Istanbul and Maccabi Rapyd Tel Aviv, as well as the Round 11 game between Fenerbahce Beko Istanbul and Hapoel IBI Tel Aviv, have been relocated to SAP Garden in Munich, Germany.

Round 10 and 11 games relocated: Fenerbahce vs. Maccabi and Fenerbahce vs. Hapoel

The EuroLeague Round 10 game between Fenerbahce Beko Istanbul and Maccabi Rapyd Tel Aviv, as well as the Round 11 game between Fenerbahce Beko Istanbul and Hapoel IBI Tel Aviv, have been relocated to SAP Garden in Munich, Germany.

The games will take place on Tuesday, November 11, and Thursday, November 13, respectively.

This decision was made following the recommendations of local authorities.

- Mr. Ergin Ataman, Head Coach of Panathinaikos AKTOR Athens, has been sanctioned with a fine of €8,000 for committing acts representing a lack of respect against the officiating crew on occasion of the game Virtus Bologna - Panathinaikos AKTOR Athens, under Article 27.2.b) of the Euroleague Basketball Disciplinary Code.

**Round 5**

- Mr Oded Kattash, Head Coach of Maccabi Rapyd Tel Aviv, has been sanctioned with a fine of €5,000 for statements regarding officiating on occasion of the game Maccabi Rapyd Tel Aviv  – Olympiacos Piraeus, under Article 24.2.c) of the Euroleague Basketball Disciplinary Code.

- Mr Ofer Yannay, President of Hapoel IBI Tel Aviv, has been sanctioned with a fine of €5,000 for social media statements representing a lack of respect against another person, under Article 24.2.b) of the Euroleague Basketball Disciplinary Code.
